Victoria's Inner Harbor at night is absolutely beautiful. The water was rather calm as opposed to earlier in the day when all of the boats were out. My eye was repeatedly drawn to the reflections in the water. With no tripod (due to traveling extremely light), and shooting handheld at 1/4s, I really didn't think I would be able to pull it off. Bracing myself and holding my breath, I took a couple of shots and was really surprised at the outcome.
