As near as I can tell this is a "Spiky Fish" in an aquarium at the Lowry Park Zoo. I did not use a flash on my Nikon D300 with an ISO at 400 and shutter speed at 1/15 second. The lens was a Nikon 16-85 set at f/5.6 and full zoom 85/127.
