Bald Eagles are typically very sensitive to anything that comes anywhere near them. When I spotted this one while driving by, I immediately pulled over and plotted my approach. At this location, there is a dike that impounds large ponds, so I was able to crawl along the ground behind the dike until I was close enough for a decent shot. I poked my head above the dike, snapped 2 shots, and then watched him fly away.
