This is actually an iPhone shot in Port Aransas, Tx This pier took a direct hit (and still hasn't reopened) from Hurricane Harvey. This was taken during a cold snap and the tides were swirling and the water temp was I believe below 50*. It's an extended exposure with the water hitting the posts creating the effect.
